CANCELLATION OF YELLOW TICKET 1
In a memorandum dated September 13, 1989 from T. Murley to R. Licciardo, (Enclosure 1) the staff was directed to issue its safety evaluation of the proposed Zion Technical Specifications for containment purge and vent system.
This assignment was reflected in Yellow Ticket No. 0899213 dated September 27,;
1989.
l By letter dated January 23, 1990 the Commonwealth Edison Company requested (Enclosure B to withdraw the proposed amendment request. At present, the' operation.. the containment purge and vent system at Zion is in accordance j
with the Confirmatory Order issued in February 1980. These restrictions were imposed as part of many other restrictions for the operation of Zion Station following the accident at TMI-2. The licensee has notified the Project Manager.
l of its intention to evaluate the existing requirenents in the Order, and provide a new request to modify the Order and revise the Technical Specifi-caticus. We will take appropriate actions after we receive a new proposal from the licensee.
Based on the above, I recommend that we cancel this yellow ticket.

Memorandum and Report from DPV Standing Review Panel to Murley dtd August 31, 1989 On May 11,1989 (Reference 1), you sent me a Differing Professional View regarding containment isolation valves (42" purge supply and exhaust-valves) at Zion. Pursuant to NRC Manual Chapter 4125, and NRR Office Letter No. 300, I established a Panel to review your Differing Professional View and make recomendations to me regarding appropriate disposition of your concerns (Reference 2).
I have reviewed the Panel's report and have discussed these issues with you in a meeting in my office on September 8, 1989. Based on sqy review of.the Panel's report and on our discussions, I have concluded that the following actions should be taken:
1.
The staff should issue its evaluation of the proposed Zion Technical W Specifications. (Action.. Projects A/D for Region III & V Reactors) n%f#i 2.
The staff should ensure that pressure and temperature effects during a g LOCA are considered in the review of new and advanced fuel designs.
