MINUTES OF MEETING WITH NUMARC WORKING GROUP ON TECHNICAL SPECIFICATIONS-IMPROVEMENT--DEVELOPMENT OF NEW STANDARD t

TECHNICAL SPECIFICATIONS (STS)

The NRC staff met with industry in the NRC's Rockville office on January 12, 1990, to return sections of the.0wners Groups proposed new STS marked up with the staff's review comments.

See forwarding letter from Jose A. Calvo, NRC to Warren A. Hall, NUMARC, dated January 12, 1990, attached.

Jose Calvo opened the meeting with the thought that the staff.had performed its review of the new STS including the Bases.

The staff had determined that the Bases needed a lot of work by the Owners Groups; however, the staff had provided specific comments as well as generic guidance and sample Bases:to assist the Owners Groups. Mr. Calvo commented that the responsibility to rewrite the Bases rested with the Owners Groups but that the staff was-l available to provide assistance in determining answers to difficult questions.

Mr. Calvo stressed that the most important aspect in successfully completing the new STS was for the staff and industry to communicate among its members.

l Mark Reinhart reviewed the content of the packages with the.0wners Grou)s, reviewed the guidance on the Bases, and pointed out that to meat the scledule NUMARC had proposed to the NRC on December 12, 1989,. the Owners Groups would need to provide. Bases on Containment to the staff by January 24, 1990 in-support of the scheduled meeting on January 31.

The Owners Groups' chairpersons and Warren Hall, NUMARC -caucused to discuss-the impact on them of the staff's marked up new STS and guidance. The Owners Groups comments. included two points:

(1) They felt that they needed more narrative on the staff's comments.

(2) They could not assimilate the staff's comments on their proposed new STS, develop and resubmit Bases to the. staff,

and comply with the NUMARC December 12, 1989 schedule. They said that they needed to reevaluate the schedule.

January 19, 1990 Jose Calvo, Mark Reinhart, and the staff commented that all of the staff's comments and narratives regarding tee marked up STS sections returned, had been provided to the Owners Groups. However, the staff stressed that it intended to provide any clarification requested by the Owners Groups and again stressed the importance for the staff and industry to communicate among its members. The staff also acknowledged the amount of work required to complete the Bases.
