In accordance with 10 CFR 50.90, we are enclosing a requested amendment'to licenses 0PR-77 and DPR-79 to change the TSs of SQN Units 1 and 2. The propcsed change is e general revision to accident monitoring instrumcntation TS 3.3.3.7 and associated Bases 3/4 3.3.7. The purpose of this change is to ,

incorporate TS requirements for 16 plant variables to reflect SQN's commitments (References 1 and 2) for complying with Revision 2 of Regulatory Guide (RG) 1.97, " Instrumentation for Light-Water-Cooled Nuclear Power Plants '

to Assess Plani and Environs Conditions During and following an Accident."

The proposed TS change is being submitted at this time to coincide with the Unit 1 RG 1.97 modification schedule. Modifications for Unit I will occur i during the Unit 1 Cycle 4 refueling outage, which is projected to begin in

. March 1990 and end in May 1990. NRC issuance of TVA's proposed TS change for 4 Unit 1 is requested during this outage timeframe to ensure TS compliance for accident monitoring instrumentation prior to Unit i restart. . Modifications for Unit 2 will occur during the Unit 2 Cycle 4 refueling outage, which is projected to tagin in October 1990 and end in December 1990. NRC issuance of the Unit 2'TS change is requested during the Unit 2 outage timeframe.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in EncloSore 2. A proposed determination 3 of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.
