COMMENTS ON THE-PROPOSED ROLE HOLDING VNLICENSED PERSONS ACCOUNTABLE FOR WILLFUL MISCONDUCT In 'a memorandum dated September 22, 1989, you requested comments on the subject proposed rule which would allow the NRC to take enforcement action, including orders and civil penalties, against individuals who willfully cause a' licensee to be in violation.of NRC requirements.
