50-328 SEQUOYAH NUCLEAR PLAN'T - NRC BULLETIN 89-03, POTENTIAL LOS5 OF REQUIRED SHUTDOWN MARGIN DURING REFUELING OPERATIONS As required by the reporting requirements section of the subject bulletin, this submittai provides a description OT planned and completed actions to address the potential loss of required snutdown matgin durlag refueling operations.
TVA has evaluated potential fuel assembly configurations and fuel enrichments to determine allowable configurations that maintain a 5 percent or greater shutdown margin.
This evaluation assumed high enrichment fuel assemblies (5 percent by weight uranium -235) and bounds current and future core design plans. _SQN's refueling operations and core loading procedures will be revised to reflect the results of the evaluation before refueling operations during the next refueling outage.
The Individuals responsible for refueling operations, who are the fuel handling supervisors and test directors, will be tralned on the revised procedures before refueling operations during the next refueling outage.
The training will include the fundamental aspects of criticality control with higher enrichment fuel assemblies and the potential consequences of violating the procedures.
Summary statements of the commitments contained in this submittal are provided in the enclosure.
