PROPOSED IMPOSITION OF CIVIL PENALTY - $75,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $75,000 will be issued on or i
about January 22, 1990 to Arkansas Power and Light Company. This action is 1
based on the miswiring of the control circuitry for two of the three service water pumps for Unit 1.
Under certain conditions following an automatic reactor trip. this problem would have prevented the automatic restart of the L
pumps. The escalation and mitigation factors of the Enforcement Policy were
)
considered and in this case the civil penalty was increased by 50%. The l
licensee's corrective actions warranted 50% mitigation but this was offset by 50% escalation for prior poor perfnrmance and escalation of an additional 50% for NRC identification.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
