TECHNICAL SPECIFICATION (TS) CHANGE 88-42

2. -TVA letter to NRC dated January 24, 1989 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses DPR-77 and-DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change modifies the trip setpoint and allowable value units for the-intermediate-range nuclear flux detector and revises the applicability

--requirements for the source range nuclear flux detector.

The. proposed TS' change is identified in Enclosure 1.

The justification for-

-the proposed TS change is provided in-Enclosure 2.

A. proposed determination of no significant hazards-consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The' enclosed TS. change will supersede the previously submitted TS 88-42 that was provided by Reference 1.

The enclosed change reflects a revised schedule with Unit 1 being the lead unit.

This revised schedule was provided to you in Reference 2.

Plant modifications for installing new intern >adiate range and sour.ce range flux detectors on Unit I will occur during the Unit i Cycle 4 refueling outage,:which is-projected to begin in April 1990 and end in June 1990.

NRC issuance of TVA's proposed TS change for Unit 1 is requested during this outage timeframe to ensure TS compliance for neutron monitoring prior to Unit 1 restart. ' Modifications for Unit 2 will occur during-the Unit 2 Cycle 4 refueling outage, which is projected to begin in October 1990 and end in J

December 1990.

NRC issuance of the Unit 2 TS change is requested during the Unit 2. outage timeframe.

TVA will keep NRC project management informed of any schedule changes through routine project review meetings.
