POINTECHNIC (508) 831 5236 INSTITUTE January 16, 1990 FAX: (508) 831-5483 Director ~of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555 Re: Docket No. 50-134 License R-61 Annual Report for 1989

Dear Sir:

During 1989,.the process of converting the WPI Open Pool

Reactor to Low-Enriched Uranium was completed, with testing being finished on 28 June.

The results of tests showed all' parameters being well within technical specifications,.

although the critical loading was significantly.less than calculated by Argonne National Laboratory.

After some initial problems with the Savannah River Facility, the HEU fuel was shipped-on 8 August, arriving at the SRF on 9 August.

L A~1n-N chart was removed in February _of 1989, and analysis

-of the. chart showed the total power produced for the period of j

September, 1987 to February, 1989 to be 50.8 KW-hrs.-

The l

total power-produced by the reactor stands at 7418 KW-hrs, with the total' power produced by the HEU fuel being 7414 KW-hrs.

Annual maintenance and inspection was completed on 31 August,-..with no unusual-findings and all parameters checked l.

annually _ measured in their normal ranges.

i E

During-1989.there were twelve unscheduled scrams.

Nine of

~these were caused by electronic transients, such as movement i

of detector wires and vibrations.- One of these was an H

operator.downscale~ error, one was a source removal trip, and i

i one was'a-manual scram because of a high radiation alarm, caused by loss of power to'an area radiation monitor.

Presently there'is l'RO and 2 SROs at WPI, with two RO candidates scheduled to take their exams in April of 1990.

Mr. Paul B. Woods II was appointed Radiological Safety Officer in January of'1989.

Additionally, Prof. W.

Hobey was appointed to the Radiation, Health, and Safeguards committee.

Effluent releases have been well within that of.p gvious years,'with the only release being trace amounts of Ar due to activation in the beam port and thermal column at power levels above 1 KW.

The WPI Reactor is used primarily for academic instruction, student project work, and research.

If further information is desired, please~ contact me.
