Gentlemen:

Enclosed is an application for amendment to Facility Operating License No. DPR-7. The enclosed license amendment request (LAR) proposes to revise Section VII, Administrative Controls, by removing the organization charts and changing the titles of certain management personnel.

This LAR also proposes to change the membership and reporting relationship of the General Office Nuclear Plant Review and Audit Committee (GONPRAC).

These proposed changes to the Technical Specifications are administrative in nature and are being made to reflect organizational and associated functional changes within PG&E's Nuclear Power Generation (NPG) Department.

The request for the removal of organization charts from the Technical Specifications is consistent with the NRC guidance provided in Generic Letter 88-06.

L A similar request was made for our Diablo Canyon Units-1 and 2 (DPR-80 and DPR-82).

This was approved by the NRC on July 25, 1988, in Amendments 29 and 28 in their respective licenses.

The NPG organizational changes were made to further strengthen and

. consolidate activities related to independent technical assessments of plant safety and interface with nuclear regulatory agencies.

PG&E desires to implement the proposed changes in conjunction with a similar proposal for Diablo Canyon Units 1 and 2 (DPR-80 and DPR-82)

(DCPP) which was approved on December 4,1989 in Amendments 47 and 46 of their respective licenses. These changes will provide the flexibility for PG&E to implement for H8PP appropriate management changes to the onsite and offsite organizations consistent with changes made for DCPP.
