Proposal submitted in res)onse to the Commission's regulations requiring conversion of tie OSTR from high enriched uranium (HEU) fuel to low enriched uranium (LEU) fuel Gentlemen:
In accordance with the Commission's regulations contained in 10 CFR 50.64(c)(2), Oregon State University hereby submits a proposal describing our current program for converting the OSTR from HEU fuel:to LEU fuel. As stated in the attached letter from the U.S. Department of Energy, Oregon State University has been informed that Federal Government funding for the subject conversion cannot be certified during Fiscal Year 1990. Therefore, it is our proposal to take no further action regarding the OSTR fuel conversion during this time interval.
During late 1990 or early 1991, we will, as necessary, contact the U.S.
Department of Energy to determine the availability of funding for conversion ~
of our reactor fuel during Fiscal Year 1991.
By March 27, 1991, we will communicate with your office in writing to provide an updated proposal i
relating to the conversion of OSTR fuel to LEU.
