Summer Nuclear Station was taken off-line due to a turbine runback. A relay in the turbine control circuit failed closed so that the operator was unable to terminate the runback. The turbine was tripped after the power had decreased below 50 percent. High deaerator level then caused condensate pumps to trip. When feedwater was restored steam generator levels dropped and caused a reactor trip at 2223 hevrt from approximately 5 percent i
