F. Kane (NRC) in response to Combined Inspection Report Nos. 50-277/88-34 and 50-278/88-34
Dear Sir:
As a member of the BNR Ownets' Group (BWROG) Technical Specifications Committee, Philadelphia Electric Company (PECo) has participated in the development of the BWR Improved Technical Specifications (ITS).
We concur with the BWROG in that the increased clarity of requirements, the expanded Bases and proposed technical enhancements of the ITS will be an overall improvement to plant safety.
Consequently, Philadelphia Electric has elected to prepare an amendment application to adopt the Improved Technical Specifications for Peach Bottom Units 2 and 3.
We plan to submit by March 31, 1991 an amendment application requesting this conversion.
This expected submittal date is based on the NRC issuing a Safety w
Evaluation on the BWROG ITS Licensing Topical Report in June 1990, and the approved ITS not deviating significantly from the BWROG proposed ITS.
Assuming these dates are met, the NRC's review of the proposed amendment would be anticipated by September 1991, and trial use of the ITS would last through September 1992, during which time we would be completing actions necessary for implementing the ITS.
The effective date of the ITS would be October 1, 1992.
Implementation of the Improved Technical Specifications will require numerous surveillance test (ST) revisions to incorporate the new requirements and testing frequencies.
Unrelated to the ITS issue, PECo committed in the above referenced letter to 9001180313 900110,

revise the STs'by December 31, 1991 to upgrade their usability and
- human' factors.-
Because of the interdependence of these two ST A
revision activities,~1t is desirable for their schedules to be compatible.
Consequently, we are revising our. commitment to upgrade
- STs for-usability and human factors to the effective date of the ITS which, as stated above, is-October'1, 1992; however most of the STs which will'not be affected by conversion-to the ITS will be revised
.by-the' original' commitment date.. Existing STs that address
_ Technical Specifications requirements which will not be included in the11TS will become routine tests or be deleted as appropriate. - The
. revised commitment date is contingent upon the overall submittal and review. schedule of the. Peach. Bottom ITS.
