For your convenience, the pertinent portions of the record below, and the implications of the BEIR V Report, are very briefly sum-marized.

This letter and summary are provided simply to inform

~

you of the new development-and its' lack-of effect on the decision under review.

No adjudicatory consideration of this information is necessary.

In the Accident-Generated Water proceeding, GPUN's witness Dr. Fabrikant (a member of the BEIR V-Committee) testified that the United Nations' Scientific Committee on the Effects of Atomic Radiation (UNSCEAR 1988) and the BEIR V Committee were reevaluat-ing radiation-associated cancer risk estimates, taking into account the new DS86 dosimetry for Nagasaki and Hiroshima.

At the time, UNSCEAR was just completing its reevaluation, while the BEIR~V Report was expected later.

For high dose, high dose rate radiationg4UNSCEAR 1988 arrived-at lifetime cancer risks of 4.5 x 10 per rem using an 4

absolute model and 7 x 10 per rem using a relative model.

UNSCEAR 1988 also recognized that cancer risks at low doses and low dose rates would be lens due to a dose. rate effectiveness factor (DREF) of between 2 and.10, as reported in NCRP Report 64.

Thus, with a DREF of 2, UNSC{AR's 1988 results corresponded to

risk estigates of 2.25 x 10 per rem (absolute method) and 3.5 x 10 per rem (relstive method) for low dose, low' dose rate exposures.

The high end of these estimates is less than a factgr of 2 greater than previous upper-bound estimates (e.g.,

2 x 10 per. rem).

Id.

Dr. Fabrikant further demonstrated that even if risk esti-mates are increased by a factor of 2, the evaporation of AGW would still be deemed insignificant.

The NRC Staff actually applied a risk estimate of 4 x 10-per rem in its tes-timony and also concluded that the risks from evaporation were insignificant.

This testimony is reflected in the Licensing Board's decision, 29 N.R.C.

at 172, 174-75.

The BEIR V Report arrives at a lifetime cancer mortality 4

risk estimate of about 8 x 10 per rem based on exposure to high dose, high dose rate (instantaneous) radiation and using a rela-tive risk model.

The BEIR V Report states, "For low LET radia-tion, accumulation of the same dose over weeks or months is l

expected to reduce the lifetime risk appreciably, possibly by a l

factor of 2 or more."
