Dear Congressman Hoyer:
I am responding to your November 20, ;1989 letter on behalf of your constituent, Dr. Marshall Greenblatt, concerning final payment for work-completed under a U.S. Nuclear Regulatory Commission (NRC) contract.
NRC has no direct contractual relationship with Dr. Greenblatt's firm, Materials Engineering Associates, Incorporated-(MEA), nor has NRC received.
MEA's claim for reimbursement.
NRC's contract is with ENSA,_ Incorporated-who subcontracted work to MEA.

Audit requests for both ENSA and its subcontractor MEA-were originally transmitted to the Defense Contract Audit Agency (DCAA)_on November 2. 1984'

and May 23, 1985, respectively. An audit-for costs. incurred by MEA for 4
fiscal years 1983 and 1984 was completed in June 1987-and forwarded-to.tho'
-l cognizant DCAA office for ENSA.
However, it is my understanding from 4
recent conversations with DCAA that subsequent to that report MEA submitted' additional costs to the prime contractor which were not included in the-l original audit. Therefore,-MEA must be re-audited to include these i
additional costs.
l DCAA advises that the audit of MEA's costs-.will be completed in approximately 30 days and that the final audit of ENSA's costs'will be completed approximately 30 days thereafter.

available to assist MEA in preparing the close-out documentation required for MEA to receive final payment of amounts due from_ENSA following l

Therefore, MEA must be re audited to include ~these additional costs.
