U. S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

Snecial Reno n Limiting Condition for Operation (LCO) 3.7.9 " Penetration Fire Barriers" of the Trojan Technical Specifications (TTS) requires submittal of a Special Report if a three hour fire barrier is nonfunctional for greater than seven days.

The fire barriers in the areas described below were declared inoperable on the dates indicated and remained inoperable for greater than seven days.

Six (6) six inch electrical conduits located in the Control Building Switchgear Room (located at the bottom of A201 and A20B cabinets) are not adequately scaled.

The penetrations were discovered and declared inoperable on December 23, 1989.

They will be repaired by June 30, 1990. These penetrations were disecvered during an engineering walkdown.

The compensatory measures of Technical Specification 3.7.9 (checking local smoke detectors and establishing an hourly fire patrol) were established immediately for each seal, as required.
