The bulletin is held open'in NRC Inspection Report 50-213/81-11 (01-27-82). The licensee's response to this bulletin is hamad on its engineering review, which is documented in licensee 1%L EN-tD-153,-

dated May 27,1980, entitled " Contamination of Nonradioactive System 1

and Resulting Potential for Unmanitored, and Ga.uhviled Release of

Radioactivity to Enviu.=uit, IE Bulletin No. 80-10, CRP 80-342."

During this insMion, NRC region-hamad inspectors reviewed this 4

report and concluded that tim licensee's response was inocuplete because no non-liquid systems, such as instrument air and nitami-

. systems, had been included.

In NRC Inspection Report 50-213/82-08 (01-14-83), the bulletin is referred to in a review of an on-site soil contamination I

investigation. However, the status of the bulletin is not mentioned.

According to NRC Inspection Report 50-213/89-02 (05-02-89), a licensee technician found an unmonitored radioactive release path o

h that had existed through the Spent Ebel Building floor drains. The issue of Bulletin 80-10 was brought to the attention of the utility l
