i As lead agency for the Executive Branch, the. Department of State has informed the Comission'that they were unable to find that the application meets the necessary requirements of the Atomic Energy Act, as amended. The Executive-Branch has therefore recomended that the request for a license to export be
-denied.
~ Under NRC. Rules' and Regulations (10 CFR 110.44(d)), the Comission will deny n
any export license application for which the Executive Branch judgement does
