Dear Mr. Davis:
A Reference (a) provided the results of an NRC Inspection conducted at Byron Station from August 20 through September 30, 1989.: The Inspection Report contained an Open Item (454/89017-031 455/89017-03) pertaining to the effectiveness of the pcocess used for assessing degraded / nonconforming l equipment. The following paragraph contains the actions-that have been taken to effectively assess degraded equipment in a timely' manner at Byron Station. Operating Engineers and at least'one Assistant. Technical Staff Supervisor (ATSS) shall meet to discuss safety significant off-normal equipment or operations on a as needed basis. Examples of items which may be discussed arel NWR's written for degraded equipment, abnormal valve lineups, unusual out-of-service configurations or. abnormal-test--results. The purpose of the meeting is to accomplish a timely review loff-normal items.whose existence may cause an operability concern. Based-on these discussions, further review and/or actions.may be implementedias' required using existing programs. Byron Station believes' this addresses,. the ' concerns expressed in the open item.
