Reference:

SMUD to NRC Letter dated December 4, 1989, Technical Specifications Applicable in the Defueled Condition

.In the referenced letter, the District' described those Technical Specifications applicable in the defueled condition. As mentioned in that letter, the District has completed the development of "Defueled Technical Specifications."

-Since the submittal of the referenced letter on December 4, 1989, the District has finished defueling the Rancho Seco reactor. The Rancho Seco Technical Specifications, Table 6.2-1, do not define the number of Operators required-in the defueled condition.

The District will maintain one NRC Senior Licensed

. Operator,. one NRC Licensed Operator (or NRC Senior Licensed Operator), and one Non-Licensed Operator on each shift until the "Defueled Technical 1

Specifications" are approved and issued by the NRC.

This staffing level meets the requirements of 10 CFR 50.54, and provides for protection of the health and safety of the public in the defueled condition.-

In accordance with 10 CFR 50.90, the District submits Proposed Amendment No.

182.

Proposed Amendment No. 182 adds the "Defueled Technical Specifications,"

License Appendix C, to delineate requirements for the defueled condition.

These Defueled Technical Specifications will be used in lieu of the Appendix A

)

and B Technical Specifications for the duration of the current extended outage at Rancho Seco.

The present Technical Specifications remain unchanged by this addition. Attachment I is the proposed Defueled Technical Specifications.

Attachment II is a Description of Changes, Reason for Changes, and No Significant Hazards Consideration for Proposed Amendment 182.
