Speefal Report Limiting Condition for Operation (LCO) 3.7.9 " Penetration Fire Barriers" of the Trojan Technical Specifications (TTS) requires submittal.of a Special Report if a
- three hour fire barrier is nonfunctional for greater than seven days.
As the result of an ongoing program to identify deviations from the fire dampers manufacturers' approved' construction installation details, many fire dampers at-the Plant can not be c'onfirmed to meet all design specifications and are thus effectively inoperable.
The deviations can be placed into the following-

Deviation Possible Effect 1.
Inadequate or Unknown mounting Damper frame may bind.
Opening larger sleeve to.strveture clearance than acceptable gap during fire and therefore not meeting UL 555 criteria.
2.
No approved breakaway connection Damper may open larger than acceptable-

Same effect as No. 1.
3.
Insufficient or missing Caps may be present between the fire retaining angles damper assemble and the structure failing U1 criteria.

The following fire dampers were determined to be inoperable under this review program on or after November 21, 1989, and have been inoperable longer than seven days.
Due to the large number of dampers discovered to be inoperable under this program, the complexity of the repairs, availability of repair and replacement parts, and man power scheduling the estimated completion date for restoring all of the dampers to an operabic status is December 31, 1990. The compensatory measures of Technical Specification 3.7.9 (checking local smoke detectors and establishing an hourly fire patrol) were established immediately for each damper, as required.
