50-311 License Nos. NPF-57 DPR-70 DPR-75 As a result of an inspection conducted on November 13-17, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1989),
the following violation was identified:
The Artificial Island Nuclear Generating Station Guard Training and Qualification Plan, dated August 19, 1987, Revision 0, Amendment 1, Section 1.8, states, in part, that individual qualifications records will contain annual certification, by a licensee Security Supervisor, that all performance objectives associated with the examinee's assigned duties have been successfully demonstrated in initial qualification and subsequent requalification.
Appendix A of the Training and Qualification Plan lists required security equipment for armed response force members. Appendix B, Security Task Item Number 24 of the Training and Qualification Plan indicates that personnel are trained on "nersonal eovipment use and operation for normal and contingency operations".
Further, section 1.3 of the Training and Qualification plan requires that security personnel pass a physical examination that includes their ability to distinguish the colors of red, green and yellow.
Contrary to the above on November 15, 1989, the inspectors found security force members' (SFMs) training records, with requalification periods that l
exceeded the annual requalification period.
The inspectors also found j
that SFMs were not trained in the use and operation of all response force equipment.
Additionally, the inspectors found that the medical record of one armed SFM indicated that the SFM could not distinguish the colors of red, green and yellow (by standard testing) during his last annual physical examination.
This is a Severity Level IV Violation, (Supplement III).
Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken te avoid further violations; and (3) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending this response time. All Safeguards Information (SGI), as defined in 10 CFR 73.22, contained in your submittal should be included in an enclosure so that the transmittal letter, without the SGI, can be placed in the NRC's Public Document Room in accordance with 10 CFR 2.790(a).
