Dear Sir:
This special report is being submitted in accordance with LaSalle Unit 1 ;
Operating License NPF-ll, Technical Specifications 4.8.1.1.3 and 6.6.C, ,
regarding a Unit 1, "0" Diesel Generator (DG, ODG0lK) test failure.
On November 22, 1989, with LaSalle Unit 1 Defueled, and on December 15, 1989, l with Unit 1 in Refuel, the Unit 1 "0" Diesel Generator breaker to bus 141Y (ACB 1413), failed to close, while attempting to parallel with offsite power during operability surveillances. These failures were not valid test failures J in accordance with Regulatory Guide 1.108 and Technical Specification !
4.8.1.1.3.
The cause of the breaker not closing was a defective Synchronizing Relay, used
'only for synchronizing with offsite power. 1 The relay was replaced under Work Request L94701 and the "0" DG output breaker ;
to bus 141Y was satisfactorily tested by paralleling with the offsite power ~
source and running at rated load for 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. '
At the time of the event, the "0" DG was inoperable for Unit 1, and was not required to meet the Limiting conditions for operation for Unit 1. This event did not affect the operability of the "0" DG for Unit 2.
