GRAND GULF HUCLEAR STATION, UNIT _2 NOTICE OF ISSUANCE OF ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT V

The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to Construction Permit No. CPPR-119 issued to System Energy Resources, Inc., (SERI) acting for itself and as agent for l

South Mississippi Electric Power Association (SMEpA), and Nississippi Power &

Light Company, for construction of the Grand Gulf Nuclear Station, Unit 2, located in Claiborne County, Mississippi.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed amendment woulo change construction p rmit concitions to authorize the control and performance of licensed activities for Grand Gulf by Entergy Operations, Inc.

The proposed action is in accordance with the licersee's application for amenoment dated August 21, 1989, as supplemented September 27 and November 21, 1909.

The Need for the Proposed Action:

The SERI proposes to transfer the control and performance of licensed activities for Grand Gulf 2 to Entergy Operaticns, Inc.

The proposeo construction permit conditions will assure that SERI and SMEPA will continue in their present capacity as owners of Grand Gulf 2.

nuclear activities from SERI to Entergy Operation, Inc. All staff responsible for Grand Gulf will continue after the amenament as before.

There will be no physical changes associated with this amendment other than the change in name only (to Entergy Operations, Inc.) of the nuclear related personnel.

Environmental Impacts of the Proposed Action The Commission has completeo its evaluation of the proposed changes to the construction permit.

The proposed changes would allow SERI to transfer the construction and management responsibilities for Grand Gulf 2 to Entergy Operations, Inc.

The construction and management staff of SERI associated with Grand Gulf 2 will transfer to Entergy Operations, Inc.

There will be no changes to the facility or the environment as a result of the amenament.

SERI and SMEPA will centinue as owners of the facility. Accordingly, the Commission concludes that this action would result in no significant radiological or non. radiological environmental impact.

Alternative to the Proposea Action:

It has been determined that there is no impact associated with the proposed amendment; any alternatives to the amenament will have either no environmental impact or greater environmental impact.

Alternative Use of Resources:

This action ooes not involve the use of any resources not previously considered in the Final Environmental Statement related to the operation of Grand Gulf Nuclear Station, Units 1 and 2, dated September 1981.

3 FINDING OF NO.SIGNIFICANT IMPACT Based on the forcgoing environmental assessment, the Commission concluded

that the proposed action will_not have a significant effect on the_ quality of the human environment. Accordingly, the Commission has determined not to prepare an environmental impact statenent for the proposed amendment.

For further details with respect to this action, see the application for anendment dated August 21, 1989. Copics of the request for amendment are available for public inspection at the Commission's Public Document Room.
