Dear Mr. Schwencer:

Attached is Volume 10 o f the LaSalle County Station Equipment Qualification Post-Audit Documentation. This submittal provides the status of the SQRT program as o f November 5, 1981. The major items included in the report are as follows:

1) Fiela auait comments by SQRT team November, 1980 required the following equipment changes. (Tab A)

a. HPCS globe valves - operators to be reinforced at yokes. Tnese are all completed.

b. RCIC upgrade - Complete replacement of control boxes and governor modules and verified proper stif fness of a trip latch spring; replacement of alignment pins with a larger size is currently underway and expected completion is November 12, 1981, for tnis last upgrade item.

2. SQRT Summary forms for six components tested during September and October, 1981 are now included. (Tab B)

3. Six NSS$ items of equipment are undergoing supplemental SQRT testing with a completion schedule as shown.

A. Schwencer Novembe r 16, 1981 Justification for interim plant operation through the period needed to complete these supplemental SQRT tests is provided via their existing SQRT test results (through 33 Hz, per IEEE 344.1971) to the required g-levels. The SQRT

, forms for this prior qualification standard are provided (Tab C) as rationale to permit interim operation o f LaSalle Unit 1. Updated SQRT forms will replace these interim SQRT forms as the reporting is completed.

4) The test program to extend the frequency coverage from 33Hz to 100 Hz for typical valve - motor operator combinations is provided in Attachment D. The test of the 4-inch 300-pound Powell gate valve with the Limitorque SMB-000 acutator is currently underway. Reports from both these supplemental tests are expected by mid November 1981. The SQRT testing and f unctional operability o f the LaSalle Limitorque Operators was previously reported for the IEE 344-1971 standard. These supplemental tests provide complete documentation and frequency coverage as required for the IEE 344-1975 standard including the fatigue test which was an integral part of the tests.

With the summary of status and the accompanying material, the information required by NUREG 519 Draf t Supplement 2 is complete with the exceptions noted in this report. The interim operation justification provides the necessary information to allow the SQRT issue to be closed with regard to granting the operating license.

We will keep you appraised of any changes in the schedule as outlined, end will submit updated information for the final closecut items as it Decomes available.

Singh on November 10, 1981. Therefore, two (2) copies are being provided for your use.
