1 GARY H. MOORE being first duly sworn deposes and says:

1. In response to NURm-0588 and NRC Matorandum and Order CLI-80-21, PGandE submitted an Environmental Qualification Report, Revision 1 2 (the Report) on Septanber 2, 1981. The Report documented PGandE's environmental qualification (EQ) program of safety-related electrical (Class IE) equipnent. The NRC Staff has evaluated and accepted IGandE's A program, and has documented this evaluation in SER Supplanent 15. In addition, the Staff has perfomed audits, including a canplete,100% review of PGandE's Q program and -documentation.

The SER Supplanent 15 states the following conclusion regarding Q of Class IE equipnent at Diablo Canyon:

" Based on these considerations, the staff concludes that confomance with the cbove requiranents and satisfactory canple* ion of the corrective actions by June, 30, 1982 sill ensure ccepliance with the Cormiission Mcmorandum and Order [CLI-80-21] of May 23, 1980. The staff further concludes that there is reasonable assurance of safe operation of this facility pending completion of these corrective actions. This conclusion is based on the follouing:

(1) There are no outstanding itens which would require immediate corrective action to assure safety of plant operation.

(2) Scme of the itens found deficient have been or are being replaced or relocated, thus improving the facility's capability -to function following a II)CA or HELB.

(3) The harsh environmental conditions for which this equipnent must be qualified result from kw-probability events; events stich might reasonably be anticipated during this ver'/ limited period vould lead to less dananding service conditions for this equipnent.

(4) The applicant has provided justification for operation with unqualified components or docu entation-deficient componente." - .,

3. For certain Class IE equipnent for which full qualification has not i

been denonstrated, completion of qualification of such equipment or replacanent with qualified devices has been scheduled. The schedule for ccepletion of qualification or replacanent is consistcnt sith the requirenents of hVrtrT2-0588.

4. MandE is conducting aging studies to establish the qualified service life of Class IE equipnent. These studies will be ccrnpleted and docu:nented by June 30, 1982, as required by Ccrnission Menorandum and Order CLI-80-21.
5. MandE has ccruitted to meet Reg Guide 1.97, Revision 2 by June, 1983, the required cm.pliance date. PGandE has established a proposal for meeting the requirements of the revised Reg Guide.
6. 'Ibe htrnan factors effects of multiple failures of non-qualified equip ent is not within the scope of environmental qualification review of safety-related electrical equipnent. The IQ review ensures that adequate safety-related indicat!on exists to allow the operators to perfom the reggred safety functions.
