Dear Mr. Chairman:
This monthly status report is in response to the direction given in House Report 96-1093.
Enclosed is our tenth report covering the period from July 15,1981 to August 15, 1981. This tenth report discusses the actions that were taken during this period on operating reactors and licensing reviews of new faci!ities.
I The Comission is presently considering changes in its regulations to improve the licensing process. On August 3,1981, the Comission issued a proposed amendment to its rulcs of practice which would eliminate consider-ation of need for power and alternative energy source issu:s from its operating license reviews.
These issues would be more appropriately resolved at the construction permit proceeding stage.
We have reassessed the schedules for those plants scheduled for completion in 1533 that are iikely to be heavily contested. As a result, for those plants (Byron 1, Seabrook 1, Midland 1 and 2) we have allowed for a 13-month (rather than the typical 11 months) hearing schedule from issuance of our Supplemental Safety Evaluation Report to Comission decision date. The~ review-process has been accelerated to compensate for the additional time allotted for the hearing procest.
Jn this report, revisions to applicant's estimated construction completion dates have occurred for two plants. The cstimated construction completion date for LaSalle 1 has been revised by the applicant from September 1981 to December 1981.
Based on information provided by the applicant, the construction completion date for Diablo Canyon 1 has been revised from January 1981 to March 1981.
Because of the revision in the construction completion date for Diablo Canyon 1, the delay e:.timated fr this facility would have been reduced from 12 to 10 months.
However, because of a projected one-month slip in the hearing and licensing schedules caused by the applicant's incomplete equip-men: qualification submittals, the estimated delay is now eleven month' for Unit 1 and is increased from'three to four months for Unit 2.

The Honorable Tom Bevt11 In addition, on August 3, NRC and Federal Emergency Management Agency (FEMA) submitted a joint report to the Senate Subcommittee on Nuclear Regulation which identified proposed emergency planning review schedules for near-term operating license application plants.
If these schedules are not revised, significant additional delay could De incurred at plants during FY 1982 c.nd FY 1983. NRC is actively working with FEMA to take steps that will minimize the potential delay. The details of our ongoing effort will be included in next month's report.
