T NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY 0?ERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendme.it No. 67 to Facility Operating License No. NPF-1, 4

issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensees), which revised the license and Technical Specifications for operation of Trojan Nuclear Plant (the facility) located in Columbia County, Oregon. The amendment is effective as of the date of issuance.

The amendment reflects completion of the Control Building modification program by:

(1) deleting license requirements on interim operation of the facility which were applicable prior to completion of the Control Building modifications; (2) deleting license conditions on the perfor-mance r# Control Building and modification work which is now completed; and (3) updating the Design Features section of the Technical Specifi-cations to appropriately describe the now-modified Control-Auxiliary-l Fuel Building structures and the manner in which the modified structures are to be maintained.

The applications for the amendment comply with the standards and requirements of the Atomid Energy Act of 1954, as amended (the l

Act), and the Commission's rules and regulations. The Commission nas made appropriate findings as required by the Act and the Commission's I

^f rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards

t The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR $51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the applications for amendment dated July 13 and 27,1981, (2) Amend-ment No. 67 to License No. NPF-1 and (3) the Commission's related letter dated August 25, 1981.
