Dear Mr. Denton:
On May 12, 1981 we met with the NRC Staff to review our plans for providing a technical support center (TSC) at Shoreham.
We stated that no existing facility at Shoreham met all NUREG-0696 requirements for TSC's and that we proposed to use the second floor of our security building as an interim TSC while a new facility, meeting NUREG-0696 requirements, was completed.
Our plan included modification of the security buildjng HVAC system, with attendant building structural changes, to include a new charcoal HEPA filter, which would extend post-accident habitability of this facility.
We also proposed to modify our plant process computer to provide recording and display of critical plant para-meters at the TSC for an interim period, while proceeding with purchase and installation of a new data system tailored to NUREG-0696 requirements.
Your staff agreed, as we noted in our letter, SNRC-588, dated June 26, 1981, to our use of this interim TSC until April, 1983 We have since proceeded with development of both an interim and a permanent TSC.
Our current assessment of progress on the permanent TSC facility is that we are on schedule, and we now believe that the permanent TSC will be made available for our scheduled September, 1982 fuel load.
On August 13, 1981, we reviewed our prog.ess with Messrs.
J. Wilson and E. Williams of the NRC and proposed that we would I
like to consider implementing the TSC in the new permanent f)OD facility for our scheduled fuel load.
Thus, LILCO would not have 5
to expend considerable resources on a temporary facility with a
[g limited useful life.
We noted, however, that unforeseen events beyond LILCO's control, such as labor difficulties or material deliveries, could later affect progress on the permanent TSC and that, in order to acceptably reduce this risk to our fuel load, 8109010260 810828 PDR ADOCK 05000322

we would continue to regard the security building, without IIVAC modification, as a " fallback" TSC.
Should it become necessary to actually use this fallback TSC at the time of Shoreham's fuel load, data display equipment, records, and other furnishings would be provided at the security building without any further mouifications to the building.
We would subsequently transfer to the new TSC at the earliest possible opportunity.
Our modification and use of the plant process computcr for TSC data display, as described in SNRC-486 and SNRC-588, would not be affected by this plan, as we would install the same peripheral display devices in either TSC location.
This course of action is extremely attractive in that it avoids the unnecessary costs of purchasing, installing and testing a filter system, and structurally modifying the security I
building to accommodate it, which would be of extremely short-term use to us.
It would also permit us to concentrate our resources on the permanent TSC, thereby improving the probability that it would, in fact, be completed in tine to support fuel load.
Your staff expressed its acceptance of this proposal.
We are accordingly proceeding with completion of the permanent TSC for our scheduled fuel load and are terminating our plans to modify the security building.
This letter is written to formally document this under-standing with your staff.
If additional information concerning the TSC is required, please do not hesitate to contact this office.
