As a result of my letter to A. Schwencer dated April 13, 1981 regarding the Sequoyah Nuclear Plant unit 2 startup test program, we have had several discussions with members of your staff. The enclosed list of startup tests which will not be performed on Sequoyah unit 2 reflects our understanding of agreements made with your sM.ff and supersedes my April 13, 1981 letter.
To comply with the Sequoyah unit 2 operating license, we need for you to provide us with written approval of this changt to the.si,artup test program.

SU 7.6 - Rod Control Cluster Assembly (RCCA) Pseudo Ejection at Zero Power and SU 8.2 - RCCA Pseudo Ejection and RCCA Above Bank Position Measurement
- The calculation model was verified as a result of the unit I startup.
Unit 2 is identical to unit 1; therefore, the model verification test need not be performed.
Regulatory Guide 1.68 does not require this test on the identical unit.

SU 1.1 - Loss of Offsite Power and SU 1.2 - Shutdown from Outside Control Room (Cooldown Portion)
The tests are performed for verification of adequate emergency operating instructions (E01's) and instrumentation outside the control room to shut down the plant; theratore, the testing run on unit 1 satisfies thia requirement.

SU 9.4, Part B - Generator Trip from 100-Percent Power The purpose of thie test is to verify the ability of the automatic control and protection system to sustain a net electrical load loss without exceeding turbine design overspeed. Part A of the test will be performed on unit I which verifies the ability of the automatic control and protection system to sustain a trip from 100 percent.
The unit 1 test will verify that unit 2 can sustain an electrical load loss due to similar units.

SU 8.1 - Power Coefficient and Integral Power Defect Measurement (2 of 4 Measurements)
The calculation model was verified as a result of the unit I startup program. This measurement will be performed at two of the four identified power plateaus.

ATTACHMENT REVIEW CRITERIA FOR IIOT ZERO POWER (IIZP) TESTS The following is the tolerance utilized to determtne acceptability of the Sequoyah unit 2 design as compared to the unit I design.
Test Tolerance 1.
Isothernal Temperature 1 2 pcm/ F Coefficient 2.
Baron End Point 25 ppm for all except n-1 1 40 ppm for n-1 3.
Control Rod Worth i 7.5% for all except n-1 1 5% for n-1 4.
Boron Worth 1 7.5%
If Sequoyah unit 2 does not meet the above review criteria, the appropriate test (s) will be performed.
