Sirs:

We met with the legal counsel of Commonwealth Edison Company ani with representatives of-the two other intervening groups--Cit-izens f e Safe Energy, Erie, II., and the Quad-Cicies Alliance for Safe Energy and Survival-at the 0. A.E.R. action center in Rock Island, II., the morning of June 26, in the matter of Commonwealth Edison's request to increase its storage of nuclear waste at Cord-ova , I1. .

COMMONhT.ALTH EDISON COMPANY Docke t Nos . 50-254-SP Quad-Cities Station 50-265-SP (Spent fuel pool modification)

Immediately, we found ourselves markedly di:: agreeing with the Comronwealth Edison Co. people when they launched into a " scrutiny"'

of 0.A.E.R. and its petition to intervene.

In our own mindswe had no difficulty dealing with the Nuclear Regult. tory Comission, as to credentials and procedure before the formal hearing. We s aid as much. On the other band, we refused to be " blood tested" and verified by Commonwealth Edison in an off-the-cuf f meetings We indicated that we would make the information known to the huclear Regulatory Commission, upon request. (It is our understanding that NRC has already accepted 0.A.E.R. as an in-tervener in the case in question.)

We are a modest operation--a private, non-profit corporation-with no power to match that of Commonwealth Edison Company. All of this should be quite obvious. Our personal involvement in and deep concern about the safety of our area is nonetheless real. The is-sue we raise as regards the nuclear reactor at Cordova is simr.le:

}i!LTIPLYING THE STORAGE SPACE FOR SPENT FUEL RODS MULTIPLIES THE HEALTH HAZARD NOT ONLY AT CORD 0VA BUT ALSO IN THE SURROUNDING COH-F11NITIES, INCLUDING THE QUAD-Cities.

The mounting evidence that so-called low-level radiation con-tains much more risk of csneer, under normal circumstances, and the admitted absence of any safe way to store nuclear waste should be enough to call the Commonwealth Edison request into question. This we have done . How do you suggest we proceed?

0.A.E.R.'s reactions are essentially correct.
