This refers to the routine safety inspection conducted by Ms. E. Matson of this office on April 14, 1981, of activities authorized by NRC Byproduct Material Licenses No. 34-01710-05 and No. 34-01710-07 and to the discussion of our findings with Mr. Wowk and members of your staff at the conclusion of the inspection.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.
A written response, submitted under oath or affirmation, is required.
With regard to the overexposure described in Appendix A, Item No. 1, had this incident occurred after October 1980, under the new NRC enforcement policy, it would have probably resulted in a civil penalty. Since this violation occurred when the previous enforcement policy was in effect, no escalated enforcement is appropriate.
In addition to our concern for corrective actions with respect to the specific items of noncompliance noted, we are concerned about your manage-ment control system that has permitted.J.hese items to occur.

Enclosed is Appendix B, " Management Control" to provide you with some guidance for your response.
