SEP TOPIC FORFAT FOR DESIGN BASIS EVDiT REVIEWS - BIG ROCK POINT In fiarch 1981, the !!RC issued a draft evaluation of plant transients and accidents (DBEs) for the Palisades Plant.

Based on this report, each licensee of a SEP facility was to provide safety assessunts of the DBE

' topics for staff review.

The staff prepared an integrated report of all of the events for Palisades for our convenience in performing the integrated assessment.

It was not our 'ntent to require that such a report fornet be strictly followed for the remaining plants.

Individual topic reviews are an equally acceptable forrrat.

In some cases, you may elect to group related topics together to demnstrate that one topic is bounded by otners or that the plant systeas respond similarly.

The topic assessments that you submit should clearly identify how acceptance criteria are r:et and justification or planned resolution of deviations.

Results from FSARs or other docuacnts which support your conclusions shauld be included in the evaluation.

Information on the analysis methods and codes, such as whether the code has been approved by the staff, is also needed.

Co::plete topic assessments will enable the staff to issue final SERs on the DBE topics with rninimal demands on the licensee for additional information.

The guidance provided by this letter is given only to allow more fle::ibility in submittal of DDE topic revicus. No change in schedule should result.
