Dear Mr. Withers:

The purpose of this letter is to request PGE comments on two items that will be discussed at the next Energy Facility Siting Council (EFSC) meeting on July 31', 1981.

The first item is a petition from the Physicians for Social Responsibility to develop an overall safety standard for the Trojan Nuclear Power Plant. A copy of the petition is attached.

PGE comments on the need for and.usefulness of such a standard would be appreciated.

The second item is a verbal request from the Coalition for Safe Power (CFSP) at the EFSC meeting on June 19, 1981 related to the environmental qualification of safety related electrical equipment at Trojan. The CFSP requested EFSC to support the CFSP petition dated June 17, 1981 to the NRC requesting that a contested case hearing be held on this issue.

If NRC denies the petition, CFSP requested EFSC to hold a separate contested case hearing on this issue. A copy of the CFSP petition to NRC and other information presented to the EFSC is attached. CFSP appears to be concerned about the length of time that this issue has been unresolved and the schedule for determining qualification of all safety related electrical equipment. CFSP also raised the issue of the environmental qualification of safety related mechanical equipment.

PGE comments on these issues would be appreciated.

l To allow for PGE comnents to be included in the EFSC mailing package scheduled for July 21, 1981, PGE comments are requested by July 15, 1981.

In addition, PGE is invited to present these comments and respond to questions at the EFSC meeting.
