Fire Brigade Leader
Dear Mr. Ippolito:
Your letter dated May 26, 128? indicated your staff has decided that the shift supervisor must be excluded from being the fire brigade leader.
Our previous fire brigade consisted of 'he shift supervisor, two station operators, and two security force personnel. The shift supervisor has been the fire brigade leader, the two station operators have been the main fire fighting members and the two security force personnel have been support personnel with limited duties. We also always had three other operations personnel on site which we have called the " safe shut-down crew."
This crew consists of a Senior Licensed Operator and a R0 licensed operator in the control room and a station operator to respond to directions from the control room. We believe this staffing has provided a very desirable distribution of personnel for a plant fire.
Although we do not concur that the shift supervisor should not be the fire brigade leader, we do concur that a licensed station operator can also properly fulfill the fire brigade leader responsibilities.
In our October 31, 1980 letter to Mr. D. G. Eisenhut regarding criteria for shift manning, we stated we planned to add an additional licensed operator to each shift. Our shift compliment would then consist of four licensed operators and two non-licensed operators. Two of the licensed operators (the shif t supervisor and one of the control oper-ators) would hold a SRO license. The other control room operator and one station operator would hold a RO license. plans were to meet this requirement in January 1982 and also that we felt confident the requirement will be met by the July 1982 deadline.
3 Since you have decided that the shift supervisor must be excluded as the fire brigade leader and we have decided that a licensed station
/C) operator can adequately handle the fire brigade leader duties, we will commit to the licensed station operator being the fire brigade leader instead of the shift supervisor. We agree with your statement that a logical time for compliance would be when we meet our interim staffing requirement commitment, but no later than July 1, 1982.

June 26, 1981 Page 2 In our letter to Mr. D. G. Eisenhut, dated December 30, 1980, we committed to seven personnel on shift. We also stated that the Licensed Station Operator shall report to the control room (in event of an emergency) so that the shift supervisor can provide the accident assessment functions within ten minutes. With the Licensed Station Operator now being the fire brigade leader, we want to clarify that the Licensed Station Oper-ator will not be reporting te the control room during a fire event.
