Dear Mr. Heishman:
This letter constitutes the written statement required in reply to the subject March 1981 NRC Inspection Report (Reference 1) which we received May 26, 1981.
Appendix A,
" Notice of Violation," listed one item of apparent noncompliance.
ENFORCEMENT ITEM Infraction:
La Crocee Boiling Water Reactor Technical Specification 3.8.1 requires procedures to be established and followed that meet or e=ceed the requiremente and recommendations of Sectione 5.1 and 5.3 of A NSI N18. 7-19 72.
LACBVR Operating Hanual, Volume I,Section II, Paragraph 2.1.3 specifies procedural steps for primary heatup and turbine generator startup.
Contrary to the above on Harch 9, 1981, an operator improperly opened breaker 252H1B vhen :nansferring electrical loads fron breaker 252R1B to breaker 252H1B resulting in a reactor scram.

2.1.3 and the reactor scrammed on high reactor vessel vater level.

F. HFishman Chief, Reactor Operations and LAC-7584 Nuclear Support Branch June 8, 1981 DPC RESPONSE Section 3.0 of the LACBWR Technical Specifications was replaced w.'.th the Standard Technical Specifications, Section 6.0, "Aminis-trative Controls," by Amendment No. 23 to the license.
This amendment was issued on February 4, 1981.
Appendix "A" of Regulatory Guide 1-33, Revision 2, February, 1978, is the applicable reference rather than ANSI N18.7-1972.
Corrective Action Taken and Results Achieved For the corrective action taken and results achieved for the March 9th incident, refer to Feference (2).
On March 10, 1981, the Operators followed the Scram Procedure in the LACBWR Operating Manual, Volume I, Section 3.3.1, after the reactor scrammed on high water level.
Reactor vessel water level was reduced imm adiately to approximately +10 inches and then to approximately 0 inches.
Corrective Action Taken to Avoid Further Noncompliance Refer to Reference (2) for the March 9th incident.
On March 10, 1981, the Duty Shift Supervisor reviewed reactor feed pump water level control with the responsible operator.
The Operations Supervisor had presented a training lecture on reactor feed pump control to this crew approximately one week before this incident.
He emphasized the importance of following the procedure and correct manipulation of the feed pump controls during subsequent lectures to other crews and reiterated it to crews who had already received the training.
