CINCINN ATI CHIC 4520t April 30, 1981 QA-1418 E. A. BORG M ANN scmon vict Patsiot%Y U. S. Nuclear Regulatory Commission Region III A , ,n 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention: Mr. R. F. Heishman, Actina Director Division of Resident and Project Inspection RE: IP'. H. ZIMMER NUCLEAR POWER STATION - UNIT I NRC INSPECTION REPORT N0. 81-06, DOCKET NO.

50-358, CONSTRUCTION PERMIT N0. CPPR-88, W. O. #57300-957, JOB E-5590 Gentlemen:

inis letter constitutes our response to the subject inspection report. It is our opinion that nothing in the report or in this letter is of a proprietary nature.

Our resi;onse to the item of noncompliance cited in Appendix "A" of the report is as follows:

1. Corrective Action Taken and the Results achieved The procurement program was reviewed and a determination made that the use of unqualified vendors is unique to measuring and test (M&T) equipment since those procurement requirements are specifically addressed in the M&T directive.

A survey has been performed to identify those vendors supply-ing calibration services to the station. The QA programs of these vendors will be reviewed and included on the CG&E dpproved vendors list.

2. Cocrec'.ive Action to be Taken to Avoid Further Noncompliance A revision to MT. SAD.01, Rev. 05, " Control of Measuring and Test Equipment", has been drafted and is currently under-going approval review. This revision requires that off-site facilities which supply calibration services to the station have their QA programs approved for this activity by CG&E and be listed on the CG&E approved vendors list.

Mr. R. F. Heishman, Acting Direct r Divnib'n of Resident and Project Inspection U. S. Nuclear Regulatory Comission Region III April 30,1981, QA-1418 Page #2 No future calibration services will be procured from vendors unless their QA program for these services has been approved by CG&E,

3. Date When Full Compliance will be Achieved All future procurement of calibration services will comply with the requirements of the revised MT. SAD.01 directive; however, full compliance will not be achieved until all vendors who have previously supplied calibration services are also qualified.

This is an ongoing activity and is currently scheduled to be completed within 6 months. When all vendor calibration programs are qualified, the program will then be in full compliance.

Should any vendor be fcund to have an inadequate program, then the equipment for which that facility provided calibration services will be declared "out-of-calibration" and an appro-priate investigation and recalibration program undertaken as required by MT. SAD.01. This investigation will identify whether previously conducted calibrations and tests need to be repeated.

Full compliance will be achieved by October 30, 1981.

We trust that the above will constitute an acceptable response to the subject Inspection Report.

Very truly yours, THE CINCINNATI GAS & ELECTRIC COMPANY
