Dear Mr. Stolz:

Appendix 2 of NUREG 0654, " Criteria for Preparation and Evaluation of Radio-logical Emergency Response Plans and Preparedness in Support of Nuclear Power Plants", requests a submittal of the functional description and schedule for any upgraded meteorological monitoring and emergency dose calculation capabil-i*ies at the Davis-Besse Nuclect Power Station, Unit 1 (DB-1).

As identified in our February 27, 1981 submittal, Toledo Edison is currently utilizing equivalent compensatory action for the Milestone 3 of Appendix 2.

The attachment discusses the planned capability for DB-1.

Dockec No. 50-346 License No. NPF-3 Serial No. 724 June 30, 1981 Attachment DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 METEOROLOGICAL MONITORING AND DOSE CALCULATION SYSTEM Three basic functions compose the Meteorological Monitoring and Dose Calcula-tion System:

Function 1: A capability for making meteorological measurements.

The basic primary meteorological measurements system currently installed at Davis-Besse Nuclear Power Station, Unit 1, meets or exceeds all the accept-ance criteria'in Revision 1 to Regulatory Guide 1.23.

The criteria for a backup meteorological measurements system are currently being evaluated.

Based on this evaluation, Toledo Edison will determine the type and availability of the backup system which would be utilized for Davis-Besse Nuclear Power Station. Additionally, Toledo Edison is presently evalu-ating site specific meteorological conditions to ensure that the present sys-tem is appropriate.

If these further evaluations indicate a need for additional meteorological data requirements, appropriate hardware or acquisition capability will be atied to the current meteorological monitoring system, which is now scheduled to be operational by October 1, 1982.

Function 2: A capability for making near real-time predictions of the atmo-spheric effluent transport and diffusion.

I At the present time, Toledo Edison is developing a Class A dose prediction model using currently applicable information. The software for this Class A model is now scheduled to be operational by October 1, 1982, Function 3: A capability for remote interrogation of the atmospheric measure-ments and predictions by appropriate organization.

At the present time, Toledo Edison is installing a Data Acquisition and Display System which, when fully operational, will receive all meteorological data and effluent transport and diffusion estimates. This system will be able to be remotely interrogated in accordance with the requirements of Revision 1 to l

Regulatory Guide 1.23.

The software and hardware is currently scheduled to be L

operational by October 1, 1982.

I Figure 1 is a simplified functional drawing of the planned Davis-Besse Nuclear Power Station meteorological monitoring and dose calculation system.
