Interhn Report of 10CFR50.55(e) Item on Pipe Support Beam Attachments (Struts) (#33).
Dear Mr. Keppler:
The final report on the Pipe Support Beam Attachments (Stn.ts) cannot be subnitted to you by June 29, 1981, as scheduled. This additional interim report is to provide you with the current status of the evaluation of this problem.
The item was originally reported to Mr. P.A. Barrett of NRC Region III by Detroit Edison's Mr. H.A. Walker, Supervisor-Construction Quality Assurance, on November 13, 1980. At that time, Power Piping had noted problems in possible over-stresshg of pipe support beam attachments where the struts were installed off vertical position and subjected to a bending nament. Preliminary investigation indicated that approximately thirty (30' struts were involved at the Fermi 2 Construction Site.
All G IcVel I previously designed pipe supports were reviewed to deter-mine where the support beam attachments were used. In addition, the in-vestigation included a review to detcImine if a ncdification was required based on the revised load rating criterion for each support. The result of this investigation revealed that the subject attachments were used with an angle of loading lesc than 80 degrees frcxn the horizontal position on seven OA ILvel I pipe supports. All seven of these supports were found to be deficient and nust be nodified to eliminate the deficiency.
Power Piping is supplying the necessary replacement parts for the existing deficient support beam attachments, however, new parts have not been received as of this date.
