Dear Mr. Campbell:

's r ided to you via telephone by Thomas Fleming of my staff on May 20, 1981, the NRC staff condurs with the DOE's proposed method of disposal for small quantities of low level radioactively contaninated groundwater and stormwater that may be encountered during remedial actions at the Salt Lake City UtiTRAP vicinity Thus, we also intend this concurrence as a modification to the formal NRC concurrence in the DOE's remedial action plan for the Salt Lake City Fire Station No.1 vicinity property as provided by my letter to you of April 23, 1981.

The method shall be as described below:

(1) Groundwater and stomwater, whether of small quantity or not, will be collected and sampled for grass alpha contamination.

(2) Small quantities of groundwater and stomwater which do not contain morethan15pCi/literofgrossalphacontamination(UtahDivision of Health's Water Disposal Standard and EPt.'s Drinking Water Standard) will be directly discharged into the local storm sewers.

(3)

If the groundwater or stormwater contains more than 15 pCi/ liter of gross alpha contamination, or is of significant quantity regardless of gross alpha contamination level, it will be transported to the Vitro Site by truck and sprayed on the existing tailings.

Mr. Dennis Dalley, Assistant Director, Utah Division of Environmental Health, Utah Department of Health, advised me by telephor.a on May 18, 1981 that the State of Utah is agreeable to this disposal method and that the State will monitor all DOE activities regarding any subsequent such disposals which may occur.
