Dear Mr. Snyder:

Your letter of April 3, 1981, forwarded combined Inspection Report Nos. 50-277/81-01 and 50-278/81-01. Appendix A addresses one item which does not appear to be in full compliance with Nuclear Regulatory Commission requirements. This item is categorized as a Se verity Level V Violation in accordance with your Interim Enforcement Policy, 45FR 66754 (October 7, 1980),

and is restated below with our response.

NONCOMPLIANCE Section 6.8.1 of the Technical Specifications requires that procedures shall be established, implemented, and maintained that meet the requirements of Appendix 'A" o f USNRC Re gulatory Guide 1.33. Section 6.8.2 of the Technical Specifications requires that each procedu e required by Section 6.8.1 of the Technical Specifications b. sviewed by the PORC and approved by the Station Superinte- anc prior to implementation... Regulatory Guide 1.33 requirms procedures for both the operation and calibration of instrumentation used for radioactive effluent analyses.

Contrary to the above, as of January 15, 1981, the written procedure for the calibration of the computer based gamma spectroscopy system used for effluent analyses, was not reviewed

This is a Se verity Level V Violation (Supplement I).

RESPONSE

The procedures utilized for calibration of the computer based gamma spectroscopy system used for radioactive effluent analysis have been reviewed by PORC and approved without comment.
