O CONTROL OF HEAVY LOADS FILE: 0963 UFI: 00210(S), 00235(S), 29210(E) SERIAL:

12219 D G Eisenhut's letter of December 22, 1980 and a subsequent clarification dated February 3, 1981, requested a review of controls for handling of heavy loads for all licensees of operating plants, applicants for operating licenses and helders of construction permits. This letter requested implementation of interim actions for control of heavy loads in order to assure that the risk associated with load handling failures at nuclear power plants was extremely low.

For the Midland Plant, no interim actions are required since it is not an operating plant and thus no spent fuel is on site and safe shutdown systems are not required to be in operation.

We have initiated a program to address the criteria of EdREG-0612 and to provide the information requested in Enclosure 3 to your letter of December 22, 198P This program is scheduled to be completed and a report issued by DecemberI 30, 1981.

2 In conjunction with this revised date, it is our position that compensating safety actions are not required for reasons stated above. We believe this schedule to be adequate to support the Midland licensing schedule.
