This letter serves to confirm information provided by telephone t9 kiRP-Region I (Mr. L. Narrow) by Mr. A. Sabol on May 13, 1981.

was advised that the condition was considered to be potentially reportable under the provisions of 10 CFR 50.55 (e).

4 The problem involves a lack of correlation between the heat number identi-fication on A-36 steel plates received at SSES and the Mill Test Reports accompanying the steel. The steel plates in question were purchased by Bechtel Field Procurement from Bloomsburg Metal under the requirement of Bechtel Project Engineering Purchase Specification 8856-C-16.

This specification requires submittal of certified copies of Mill Test Reports for all steel plate except A-36 plates with thickness of 3/16" and under.

The deficiency is documented by Bechtel NCR No. 7561.

At PP&L's request, Bechtel Project Engineering has initiated an investigation into the situation. On June 18, 1981, a Bechtel Quality Assurance activity at Bloomsburg Metal indicated:

A lack of material control in the suppliers storage areas e

documentation received from their material suppliers.

.2-June 23, 1981 Based upon receipt of this information, Bechtel Project Engineering will analyze the potential impact of the use of incorrect material in the SSES design applications of miscellaneous steel.

Based upon the results of this analysis, an appropriate corrective action plan will be formulated.

PP&L considers that the above activity represents an extensive evaluation aimed at establishing the suitability of safety-related materials to perform their safety-related function. Thus, the deficiency is considered potentially reportable under the provisions cf 10 CFR 50.55(e).

l-Bechtel Project Engineering has indicated that the material in question was purchased under a specification (8856-C-16) provision that allows procurement of unfabricated, miscellaneous steel f.-om supplierr, who are not required by the procurement documents to maintain or implement a Quality Assurance Program.

PP&L currently considers that controls over purchase of materisl under this specification provision are inadequate and has directed Bechtel to recommend additional control measures to assure the validity of documentation received in conjunction with procurements of the nature discussed above.

We anticipate issue of a final report by October 30, 1981.
