3. IE Bulletin No. 81-02, dated April 9,1981 Gentlemen:

Reference I reported the potential for certain valves to fail to close.

These valves were three-inch gate valves manufactured by Westinghouse Electro-Mechanical Division (EMD). Reference 2 reported that four-inch Westinghouse EMD valves may also fail to close against design differential pressure conditions and that larger Westinghouse valves were under review.

Reference 3 discussed the failure of certain gate valves, including three-inch EMD valves, to close against nigh differential pressure.

On June 17, 1981, Westinghouse informed SNUPPS that analysis predicts that closure problems could also be anticipated with EMD valves cf larger sizes (i.e. 6, 8, 10, 12, 14, 16 and 18 inch). Scme of these valves are used in active, safety-related applications in the SNUFPS design. SHUPPS is in the process of reviewing the functional applications of these valves and is pursuing the appropriate corrective action. The NRC will be kept informed of significant developments and resolutions of this matter.

Veryg truly yours ,
