Dear Captain Titrud:

The HRC is presently conducting a license amendment proceeding concerning the application of Consumers Power Company for an amendment to its operating license for the Big Rock Point Plant located in Charlevoix, Michigan. As part of this proceeding the Staff must provide testimony concerning the possibility of a crash of a B-52 bomber at the Big Rock Point Plant site.

In 1979 the Staff of the Nuclear Regulatory Commission requested the Air Force to update an analysis done in 1971 of the possibility of such a crash. This analysis was forwarded to us in January 1980.

If it becomes necessary, we would appreciate the help of Major Betourne and Mr. C. J.

Thomas, AF/SASB, as the people who prepared this analysis, at the hearing which are to take place in Charlevoix, Michigan in the fall and/or winter of this year. This assistance would involve the preparation of affidavits for motions for summary disposition and possibly testimony at the hearing itself.

The Staff would al o appreciate the Air Force's assistance, if it becomes necessary, in providing seneral information concerning B-52 bomber operations. Since it is not known as yet whether such information will be required, I am unable to say at this time exactly what fonn this assistance would take.
