Recently, an NRC inspector cesarved two licensed reactor operatces who appeared to be asleer 7 nile on duty in the control room.

A sucsecuent NRC investigation into the mattar concluded that the acerators were not fully attentive to their licensed duties of monitoring reac ce concitions, wnich is a serious matter of safety significance.

Furtnermore, the investigation concluded that management controls were inadecuate to assure the alertness of licensed operators wnile on cuty.

Enforcement action was taken after it was determined that attentive operators were not oresent at the controls as required by 10 CFR 50.54(k).

Discussion:

NRC believes that a relationship exists between the professional attitude of a nuclear plant's operating and management personnel and the degree tc which the health and safety of the public is protected.

MC believes that prcfessional attitude is reflected in high standards of performance including pride in the "acility as demonstrated by the nuclear power plant staff.

Factors making up this professional attitude incluce knowledge of all aspects of plant status by licensea control room operators, maintaining an orcerly and clean working environment, aggressiveness of the coerating staff to orevent operational problems, and correcting coserved deficiencies.

NRC believes that clarification of its position on this sucject is necessary ::ecause several recent events involving licensed operators indicate a lack of a professional attitude at some nuclear power plants.

The following conditions and practicer are among tnose the NRC believes to ce necessary for the maintanance of a professional atmos::nere in the control room anc througnout ne facility.

All on-cuty NRC-licansed coerators anc ocerating sucervisors must be aware of and resconsible for the plant status at all times.
