By letter of May 13, 1981, to all operating reactor licensees (Log No.

you outlined the scope of the emergency preparedness special team appraisals to be conducted during 1981 and 1982.

In recent discussions with the team leader, a tentative date of early July was given for the two-week onsite appraisal for emergency preparedness at the Davis-Besse Nuclear Power Station, Unit 1.

During the next six months, all aspects of the Toledo Edison emergency pre-paredness activity are going to be impacted by the startup and operation of the new Davis-Besse Administration Building, which houses the new emergency response facilities. This will also involve the p'tiysical relocation of per-sonnel.

This phased activity will necessitate major changes in procedures and the training of emergency response personnel. The scheduled appraisal, if com-pleted in July, will consist of reviewing acti'rities., equipment, training, and procedures that will shortly thereafter be revised as these new facilities become operational.

Toledo Edison requests a delay in the scheduled emergency preparedness appraisal until the near-term facility inprovements and associated major program changes are implemented. An early 1982 appraisal would then be a timely, thorough, and truly meaningful evaluation of the Toledo Edison upgraded emergency response activity, including the new facilities.
