"IN CAMERA" HEARINGS FOR STP 9

A question on "In Camera" hearings to protect rights of intervenor witnesses has been raised in the STP proceedings. Houston news papers are asserting constitutional and statutory rights to be represented and present in any "In Camera" proceedings. Parties to the proceedings are supposed to fiie briefs to include arguments on standing of the press. A possible recourse open to the press is to go to district court and get an injunction to foreclose "In Camera" proceedings. This looks like a considerable legal hassel before it is over. The ASLB is likely to rule at an early date on standing (week of 1 June). No matter which way it goes it would appear that the issue can and will be certified to the Appeal Board. At the present some kind of a record must be established and a formal motion must be made by intervenor. All the press wants now is notification of any proceedings dealing with "In Camera" and an opportunity to appear. ASLB wants to argue question and make a ruling on standing at an early date. Arguments on "In Camera" motion are scheduled to be heard at an evening sassion in Houston on 15 June 1981.
