License NS-1, N.S. SAVANNAH Docket No. 50-238, Application to Amend License Gentlemen:

The Maritime Administration hereby submits this application to Amend Facility License No. NS-1 for the nuclear reactor aboard the N.S. SAVANNAH. Under present License, NS-1 Amendment No. 8, dated May 19, 1976, the Maritime Administration is permitted to possess but not to operate the N.S. SAVANNAH reactor facility.

We hereby make application to amend License NS-1 to permit the South Carolina Patriots Point Development Authority to become a co-licensee with the Maritime Administration to possess but not to operate the N.S. SAVANNAH reactor facility under the terms and conditions as outlined in the following enclosed documents and enclosures:

1.

Original and two copies of N.S. SAVANNAH Technical Specifications Docket No. 50-238, June 1981.

2.

Safety Analysis Report N.S. SAVANNAH, License No. NS-1 Docket No.

50-238, June 1981.

3.

Original and two copies of a letter of agreement between South Carolina, Department of Health and Environmental Control, Bureau l

of Radiological Health, Patriots Point Authority.

Original and two copies of information submitted in support of License Amendment of License NS-1 for Co-Licenseeof Patriots Point Development Authority and Maritime Administration Docket No.

50-238, June 1981.

Letter from J. O. Fenn, Ph.D., Medical University of South Carolina agreeing to provide Radiation Safety Back-up for N.S. SAVANNAH 6.

Three copies of South Carolina, Department of Health and Environmental Control Construction permit for water and sewage to the N.S.

Letter of transmittal of Amendment Enclosures from Patriots Point (Guerry) to Maritime Administration (Levine) dated June 12, 1981.

The terms of the Bareboat Charter Agreement for the N.S. SAVANNAH between the Maritime Administration and Patriots Point Development Anthority which will become effective upon issuance of this proposed amendment by the Nuclear Regulatory Commission have been agreed to and a copy of the agreement will be forwarded to you as soon as it has been executed as requested by the Nuc1' ear Regulatory Commission's General Counsel's representative.
