Dear Mr. Stello:
This is in response to your March 20 and June 3, 1981 letters to W. F. Willis regaraing Browns Ferry Nuclear Plant fire protection and the related imposition of civil penalties. Our iraitial response on this matter was provided to you in our April 3, 1981 letter from H. G. Parris. We appreciate your reconsideration of the facts in this matter and the withdrawal of Violation Item C in your March 20 letter. We are disappointed in your conclusion that remission of the 25 percent increase over the base amount of the civil penalty was not warranted. However, we do not desire to contest any further tae items set forth in yov March 20 and June 3 letters.
Accordingly, the fees in rasponse to the proposed civil penalty of
$45,000 are being wired to the NRC, Attention: Office of Inspection and Enforcement.
We believe that TVA has made a strenuous, good-faith effort to comply with NRC requirements and we will continue to do so in the future.
