REQUEST FOR EXTENSION OF LATFST CO."PLETION DATE Pursuant to Section 2.109 of the Connission's Rules of Practice, The Detroit Edison Company (" Detroit Edison") on behalf of itself and the two other co-owners (Molverine Electric Cooperative, Inc. and Northern Michigan Electric Cooperative Inc.) hereby requests the Nuclear Pegulatory Comnission (the "Conrission") to extend the latest completion date for the facility to June 30, 1984.

Detroit Edison received construction permit

  1. CPPR-87 on September 26, 1972. By letter dated July 8, 1976, Detroit Edison Company requested an extension of this construction permit to Septerber 30, 1982. Labor problens, delays in delivery of materials and equipment, and difficulty obtaining funds for construction at rates considered reason-able were the principal reasons for construction delays which required an extension of the construction pernit. In in response to this request the Commission granted an extension of the construction permit to January 1, 1982. At this time, the Enrico Fermi Atoric Power Plant Unit 2 (Formi 2) project is approxinately 85% complete but cannot be completed by the l

January 1, 1982, expiration date. The construction schedule for Ferri 2 calls for fuel loading in November, 1982 and connercial operation in Novneber 1983.

-4 c-The Fermi 2 project has suffered additional delays resulting from nany diverse causes beyond the control of Detroit Edison.

In support of the request to extend the latest completion date, Detroit Edison provides the following information:

Unforseen delays and difficulties were encountered in the regulatory process, including a regulatory review

" pause" and the significant impact of responding to the NRC's post-TMI requirements.

It is important to note that significant Detroit

- Edison and its contractor's engineering manpower has been diverted from the task of conpleting the plant engineering and construction by the NRC imposed urgency of responding to Lessons Learned, Bulletins and Orders Task Force Recommon-dations, Action Plan requirements, NUREG-0737 requirements and other NRC post-TMI issuances. This unforseen and marked change in the regulatory process has imposed a significant strain on the entire nuclear industry and has made more difficult the acquisition of additional manpower to handle the greater workload.

These new requirements have added significantly to the cost of the plant during a period when the Company was experiencing constraints on its construction program which has also af fected the completion of the plant.

Detroit Edison believes that the extension requested in this application involves no significant hazards considera-tions and no undue risk to the health and safety of the

For the foregoing reasons, which in the applicant's opinion constitute the good cause shown as required by 10 CPR 50.55 (L) , Detroit Edison on behalf of itself and its co-owners hereby requests the Commission to extend the 7 latest completion date for the fermi 2 facility from January 1, 1982, until June 30, 1984.
